Type of services: The objectives of the Consultant Services are to assist the Department of Highways in the management and coordination of construction supervision for the periodic road maintenance and road safety component of the Highways Management Project.

The Consultant acted as an agent of the Department of Highways and assisted the supervision of the construction in road maintenance,  road safety improvement and associated Environmental requirements. The duties of the Consultants included the followings :

1) Coordinate with both central and regional offices of DOH;

2) Ensure that all construction is in accordance with the specifications and the contract conditions and also introduce the work technique to the Project Director;

3) Carry out random spot checks of measurements associated with work quality and report to the Project Director;

4) Assist with overall management and advise on technical matters concerning the environment;

5) Study and analyze all the working plans for reliability and acceptability;

6) Provide cash flow projections for the Project and report to both the DOH and the World Bank;

7) Coordinate between the DOH and the World Bank and other related offices as requested by the DOH;

8) Field extra assistant engineers as required by circumstance;

9) The Consultant has to follow all the recommendations set by the World Bank in supervision of all 55 maintenance contracts by random checking the designed mix of asphalt;

10)The Consultant has to approve the pavement structure purposed by the Bureau;

11)The Consultant has to perform random checks during the construction  to assure proper compliance with specifications and procedures;

12)The Consultant must make sure that there will be field inspectors from both the contractor and DOH;

13)The Consultant shall prepare all reports and documents both in Thai and English as designated in the Contract and submitted them to the DOH, such as Monthly Progress Reports and Final Reports.

Project description :

The Highway Management Project was funded by the World Bank (IBRD) by a loan to the Government of Thailand to carry out rehabilitation and maintenance for improving and prolonging the service life for major trunk roads due to inadequate budget for keeping the highways in Thailand in good condition under the loan number LN4721-TH. The loan comprised four project components but this project  involves only the followings :

Project Component 1

(a) Periodic maintenance of about 700 km of priority national highways;

(b) The study, design, and supervision of performance-based maintenance

Project Component 2-none

Project Component 3

a) Improvement of Hazardous locations through the provision of guard rails in about 10 locations, signalization of about 42 intersections, and provision of pedestrian crossings and bridges in about 14 locations;

Project Component 4-none

The project covered the periodic maintenance of selected roads to be maintained over two fiscal years(2004 and 2005) involved surface overlay of both asphalt concrete and cement roads. The procurement of contractors for the contract due to the heavy amount of traffic damaging the road surface and deterioration of road service life  and for road safety was selected under National Competitive Bidding procedures. The DOH sought assistance in the timely and execution of  the Project and retained the Consultant to provide integrated management of the construction supervision and co-ordinate all construction activities covering the maintenance, road safety improvement and associated environmental aspect of  the Project on behalf of the DOH.
